SpaceX plans to launch from Vandenberg as well using “Space Launch Complex-4 East, a former Titan 4 launch facility on South Base”: Report: Falcon plan OK for environment – SantaMariaTimes (via spacetoday.net).
As noted in the article, SpaceX originally planned to launch the Falcon I from Vandenberg. Here is a video of a static firing test in 2004 at Space Launch Complex-3 West. However, after SpaceX had made a considerable investment in re-development of SLC-3W, the USAF declared that F1 launches could not take place while Atlas V rockets were on the pad at SLC-3E, which could be for considerable periods. According to this page, the AF never compensated SpaceX for this.
